In my opinion, V is more of a freedom fighter because he cares about the people. A terrorist tries to create fear in the people and public. A freedom fighter tries to rally the people against some oposing force. Terrorists like Osama Bin Ladin attacked innocent people and blew up buildings to create fear, but V killed people that were mistreating others and blew up buildings to rally the people.
