Is V a more of a freedom fighter or a terrorist?

I think that V is more of a freedom fighter. The government doesn’t want to look like the problem. So as all of V’s actions are being televised it is making him look like a terrorist, without everyone knowing what V is really trying to do. Yes, V has made some terrorist like actions. But the core of all the chaos is to give more freedom to the people.
