Propaganda is information that is biased and is used to persuade.

 

How does propaganda appear throughout the novel?

On going telescreens to persuade the workers or people to making them think that the government  is doing something right.

 

Diversion is a issue that is threating or embarrassing, making the whole issue un interesting, giving the attention directed away from the issue.
