1.Summarize the issues that the provincial government faces with its responsibilities – give examples of what balances need to be made (there are 5)

There are 5 issues regarding the responsibilities of the provincial government.  They are Education, Environment, Healthcare and Social welfare, and negotiations with the federal government.

Education
We expect a lot from our education system but as our expectations go up so do the costs.  Our responsible government attempts to balance our expectation with their need to spend money.  The example of a balance is the strike that teachers had a couple years ago.

Environment
Our government makes laws regarding the use of resources and how they are used in the provinces.  They consider current demands for those resources as well as the need to conserve them.  They must create a balance between the present and the future that will not negatively effect the economy.  An example of this is oil,  they need to conserve oil and gasoline so they are raising the price and taxing it heavily.

Healthcare and Social Welfare
This is a shared responsibility between federal and provincial governments, the federal government gives funding for the provincial government to use for the national standards of healthcare.  The provincial government builds hospitals, performs tests, and provides long term care as forms of healthcare.  This also provides healthcare to people who may not be able to afford it.  An example is problems in crowded hospitals lead to people going to the US to pay to receive immediate healthcare.

Transportation
As population grows, the importance of transportation increases.  It is mostly the provincial governments responsibility for transportation, it works with the federal governments to coordinate major transportation like railways and airports.

Negotiations with federal governments
Relations between Federal and provincial government have been tense for awhile.  They have had disagreements in many areas, but they have to work together to make Canada a better place for the citizens.  The federal government has been funding provincial government projects like transportation and health care.
