Is V more of a freedom fighter or terrorist?

If you were to go by the dictionary definition of terrorist “a person who uses terrorism in the pursuit of political aims”, then V would be considered a terrorist. As much as I would love to believe that V’s actions were for the greater good, the way that he when about trying to achieving a cleaner government was not proper and ended up with a a lot of death and tragicty. It got to the point that he thought that what he was doing was for England and its people, but in reality his motives were for revenge. I do not think that anyone could blame him for this for what was done to him was just cruel
