Provincial and Municipal Governments

1) Summarize the issues that the provincial government faces with its responsibilities – give examples of what balances need to be made

The five issues that the provincial government faces are environment, health care and social welfare, transportation, education and negotiation with the federal government.

First, for the environment, provincial governments are responsible for the policies and laws that determine how resources will be used in a province. They also have responsible for the development of the city that doesn’t have a negative impact on the environment. For example, the logging and paper production industries must make sure they do not cut too many trees and not damage the environment or destroy natural habitats. Second, for the health care and social welfare, health care is a shared responsibility. The federal government provides money to the provincial government. Then, the provincial government decides how to spend the money to services and care their people. Health care is usually the largest item in provincial budgets, so they try to keep patients in their own homes as much as possible. So that, they do not need to spend too much money for them. But, some patients are choosing to go to another country where they can pay for more immediate medical care. So the government has to make immediate health care for aging populations. Third, as increases of the populations and urban areas grow, the transportation is very important in our life. The provincial government has to work closely with the federal government to coordinate the development of railways, public transit and airports. The public transits also become a part of our life. Fourth, Canadians get a lot from the educational system because the government wants people have good skills and learn good knowledge. The costs of education are rising. The government wants to balance the expectations of their citizen and the money. The last issue is negotiation with the federal government. The provincial and the federal government sometimes have conflicts with each other because their interests and powers. So, they have to make balances power of federal and provincial government.
