Vinyl carries a negative charge when it rubs with wool, but neutral when it rubs with cotton. Although vinyl is neutral, acetate becomes positively charges when it rubs with cotton. When the positive and negative acetate come near, they attract, but if two positive acetates or two negative vinyls come close to each other, they repel. If the neutral vinyl and the charged vinyl come close, they also attract.
